Not bad, not bad, but the yellow thingy around his neck needs shading, and the water I don’t really get and I think it kinda clashes with the other colours.

I know I’ve stated this over AIM and in real life already, but you should work on the raw image at first so as to extract the outline for the top layer in Photoshop or whatever image manipulator you choose to use and then color beneath it. Also, as the piece is, it seems unfinished, due to, as Nio puts it, “shifting dimensionality.” The average viewer might not see it as thus, and so will think it to need work. I must say though, that where you used shading, you did so well, but your piece needs highlights, especially in the hair. You need to build up a slightly lightened area on places shined upon and go back in with strong, thin highlights to give a good effect.
Also, while the colors of the figure are generally warm color, the wave in the lower right is cool, and seems more fight to go behind warmer colors, skewing the dimensions a little, contributing to the clashing.
Another issue is that the outline is inconsistent, partly due to your choice of a stark black background, partly due to the coloring without layers. This is solved by adding color to the background and by coloring with layers. A final note of warning I have is that if the yellow bits are to be metal, as they appear to be, don’t draw them with simple dodge and burnin shading. Metal gives off sharp, contrasted highlights and shadows more suited to be drawn by a pencil tool or like.
